The Social Services Administration by rule and regulation shall adopt standards concerning the amount of assistance individuals shall receive under the provisions of this subtitle.

      The amount of assistance which any recipient shall receive shall be determined by the local unit with due regard to the available resources and necessary expenditures of the individual and the conditions existing in each case, and shall be sufficient, when added to all other income and support available to the recipient to provide such person with a reasonable subsistence compatible with decency and health.
