      (a)      There is hereby created a Commission on Human Relations to consist of nine members who shall be appointed by the Governor for a term of six years, by and with the advice and consent of the Senate. Three members of the Commission shall be appointed to initial terms of two years each; three members shall be appointed for initial terms of four years each; and three members shall be appointed for initial terms of six years each; and thereafter all members shall be appointed for six-year terms. The Commission shall designate one of its members as Chairman. In case of any vacancy, the Governor shall appoint a successor for the unexpired term. In the appointment of Commission members, consideration shall be given to representation from all areas of the State.

      (b)      The members of the Commission may not receive any compensation for their services but shall be paid their expenses while engaged in the discharge of their official duties, in accordance with the Standard State Travel Regulations as well as a per diem as provided in the budget for attending scheduled meetings of the Commission, including participation in any hearings required by the administrative appeal process.
