(a)      Articles of organization may be adopted for authorities governed by Titles 2 through 10 of this article, but such articles of organization shall not be inconsistent with this article.

      (b)      The articles of organization for such authorities that were activated before July 1, 1990 shall be adopted in accordance with § 1-202 of this subtitle.
