All pipes, fittings, valves,
vents, fixtures, appliances and appurtenances shall be inspected by a
designated, qualified and properly identified agent of the division of
building safety to insure compliance with provisions of this act. In order to
make inspections uniform and complete, the board shall make, promulgate and
publish such rules as are necessary to insure that any plumbing system has
been designed, constructed, installed, improved, extended or altered in
accordance with the provisions of this act and in accordance with the rules
made, promulgated and published by the Idaho plumbing board.
