(1) The city clerk with consent of the
council may employ such persons and procure such equipment, supplies,
materials, and facilities of every kind he considers necessary to facilitate
and assist in his carrying out his functions in connection with administering
the election laws.
(2) The necessary expenses incurred in administering the election laws,
including reasonable rental for polling places, shall be allowed by the city
council and paid out of the city treasury.
(3) The city clerk may administer oaths and affirmations in connection
with the performance of his functions in administering the election laws.
