Whenever used in this chapter:
(1) "Council" shall mean the regional clean lakes coordinating council.
(2) "County" shall mean counties created by title 31, Idaho Code, and the
term shall include the board of county commissioners.
(3) "Lake" shall mean a natural lake including an entire lake or any
portion of a lake which had defined boundaries and historical identification
as a lake at the time Idaho became admitted to the union. The existence of a
dam or other artificial impoundment at the outlet shall not disqualify an
historic natural lake from being included. Lake does not include a reservoir
constructed for reclamation or irrigation purposes.
(4) "Region" shall include the counties of Boundary, Bonner, Kootenai,
Benewah and Shoshone.
