The issuance of
a license or certificate pursuant to this chapter shall not constitute a
representation of affirmance to any person that the day care center to which a
license is issued or a group day care facility to which a certificate is
issued is free from risk with regard to the standards in this chapter. The
state and its political subdivisions or any employees or agents of the state
or its political subdivisions shall not be liable for nor shall a cause of
action exist for any loss or damage based upon the failure of any person to
meet the standards contained in this chapter.
