31-807 - MANAGEMENT OF COUNTY PROPERTY
A board of county commissioners
shall have the power and authority to purchase, receive by donation, or lease
any real or personal property necessary for the use of the county; preserve,
take care of, manage and control the county property, but no purchase of real
property must be made unless the value of the same has been previously
estimated by a real estate appraiser licensed to appraise real property in the
state of Idaho pursuant to the provisions of chapter 41, title 54, Idaho Code,
and no more than the appraised value must be paid therefor. However, if the
county assessor determines that the value of the real property is five
