(a)   A local legislative body may divide the local jurisdiction into
districts of any number, shape, and area that the local legislative
body considers best suited to execute the purposes of this article.
  (b)   (1)   Within the districts created, the local legislative body may regulate
and restrict the erection, construction, reconstruction, alteration,
repair, or use of buildings, structures, or land.
    (2)   Except as provided in this article or otherwise authorized by law, all
regulations shall be uniform for each class or kind of development
throughout each district, but the regulations in one district may
differ from those in other districts.
