Section 3-103

      (a)      Each local governmental subdivision within the region shall submit to the Council for review any application to agencies of the State or federal government for loans or grants-in-aid for projects before the application is made.

      (b)      The Council's findings and determinations shall be forwarded to the local governmental subdivision responsible for that referral and to the appropriate State or federal agency.

      (c)      Whenever the Council has adopted a plan for the region there shall be the following restrictions:

            (1)      Any plan or change of plans having regional impact may not be adopted by any unit of government within the region until the plan has been referred to the Council for its consideration, review, and recommendations.

            (2)      Any road, park, public way, public building, or any other development which is regional in nature or affects an area greater than a single unit of government may not be constructed or authorized in the region, until the proposed location and extent of it has been referred to the Council for its consideration, review, and recommendations.
