(a)      The State and its officers, employees, agents, or representatives are prohibited from engaging in any unfair labor practice, as defined by the Secretary.

      (b)      Employee organizations and their agents or representatives are prohibited from engaging in any unfair labor practice, as defined by the Secretary.
