(a)      The Commission shall initiate and conduct any investigation necessary to execute its powers or perform its duties under this article.

      (b)      The Commission may:

            (1)      examine the records of a public service company;

            (2)      compel production of the records by subpoena; and

            (3)      require verified copies of the records to be filed with the Commission.
