(a)   The Administration shall coordinate the promotion of its programs of
financial assistance for energy conservation projects with the energy
conservation promotion programs of the Maryland Energy Office.
  (b)   (1)   The Administration shall adopt regulations to establish and implement
programs of financial assistance for energy conservation projects and
solar energy projects.
    (2)   These regulations shall be consistent with the provisions of this
subtitle that generally concern the powers of the Administration to
award financial assistance for energy conservation projects and solar
energy projects.
  (c)   The regulations shall include provisions about:
    (1)   eligibility and application requirements;
    (2)   interest rates, maximum loan amounts, and the terms of loans;
    (3)   allocations of money among classes of eligible buildings;
    (4)   credit and underwriting requirements; and
    (5)   warranties, representations, forms of security, certifications,
inspections, audits, and any other means of ensuring compliance with
and enforcing the terms of financial assistance awarded under this
subtitle.
