Subject to the evaluation and reestablishment provisions of the Program Evaluation Act, the following provisions of this article that create or relate to the Banking Board and any regulations adopted under these provisions shall terminate and be of no effect after July 1, 2012:

            (1)      Title 2, Subtitle 2 ("Banking Board");

            (2)      § 3-607 ("Reserves"); and

            (3)      § 5-801 ("Removal of director or officer for unsafe or unsound practices").
