(a)      The County Board shall elect a chairman and a vice chairman from among its members at an annual meeting to be held on the second Tuesday in January.

      (b)      If there is a vacancy in the office of chairman or vice chairman, the County Board shall elect a replacement within 30 days after the vacancy occurs.
