(a)   No unauthorized person may sell or purchase federal food stamp program
benefits.
  (b)   No person may knowingly buy or sell merchandise which has been
purchased with federal food stamp program benefits.
  (c)   (1)   Every person violating the provisions of this section in which the
value of the money or goods involved is $1,000 or more is guilty of a
felony and upon conviction shall:
      (i)   Make full restitution of the money or goods unlawfully received or
perform community service, as determined by the court; and
      (ii)   Be subject to a fine of not more than $10,000 or imprisonment for a
period not to exceed 5 years or both.
    (2)   Every person violating the provisions of this section in which the
value of the money or goods is less than $1,000 is guilty of a
misdemeanor and upon a conviction shall:
      (i)   Make full restitution of the money or goods unlawfully received or
perform community service, as determined by the court; and
      (ii)   Be subject to a fine of not more than $1,000 or imprisonment for a
period not to exceed 3 years or both.
