The State Department shall:

            (1)      Supervise the administration of assistance to the needy under this subtitle by the local units;

            (2)      Make such rules and regulations and take such action as may be necessary or desirable for carrying out the provisions of this subtitle. All rules and regulations made by the State Department shall be binding upon the counties, and shall be complied with by the respective local units;

            (3)      Prescribe the form of and print and supply to the local units such forms as it may deem necessary and advisable;

            (4)      Exercise all of the powers and perform the duties defined by this subtitle.
