(a)   Beginning July 1, 1979, whenever a photoidentification card is issued
to the recipient of any public assistance, the Department of Social
Services shall cause a duplicate photoidentification print to be placed
in the recipient's social service case file.
  (b)   (1)   The Department of Human Resources may request and obtain from any
fiduciary institution doing business in the State any financial records
that the Department determines are necessary to verify or confirm an
individual's eligibility or ineligibility for public assistance.
    (2)   The Department of Human Resources shall adopt rules, procedures and
reimbursement schedules necessary to compensate fiduciary institutions
for compliance with this section.
  (c)   (1)   On or before July 1, 1985, the Department of Human Resources shall
adopt rules and regulations governing procedures for requesting,
obtaining, and examining financial records that the Department
determines are necessary to verify or confirm an individual's
eligibility or ineligibility for public assistance.
    (2)   The Secretary of Human Resources shall notify a fiduciary institution
of those officers or employees of the Department of Human Resources
authorized to request and receive financial records from the fiduciary
institution.
    (3)   An officer, employee, or representative of any agency authorized to
receive information under this section may not disclose any personally
identifiable information obtained or maintained under this section.
