No public authority or agency of this State, or of any political
subdivision thereof, shall grant direct public assistance or relief to
any able-bodied person who is deemed appropriate for employment and is
able to work and refuses suitable work when offered employment through
any State or local governing authority. Provided, however, that the
provisions of this section shall be effective only to the extent that
they do not conflict with federal requirements in connection with money
furnished by or received from the federal government for public
assistance.
