The State Social Service Administration shall make every effort to recoup those overpayments made to recipients which the State is permitted to recoup under applicable federal law, rules, regulations, or guidelines. By October 1, 1977, the State Administration shall establish an administrative procedure, according to applicable federal law, rules, regulations, or guidelines, to be followed in those cases in which the Administration has reason to believe that an overpayment has been made.
