On behalf of this State, the Governor shall execute with any other state or states legally joining in it:

            (1)      An interstate compact on juveniles substantially as it appears in § 3-103 of this title;

            (2)      An additional article to the Compact substantially as it appears in § 3-104 of this title; and

            (3)      Amendments to the Compact substantially as they appear in § 3-105 of this title.
