(a)      From among the members of the State Advisory Board, the Governor shall appoint a chairman.

      (b)      (1)      From among the members of the State Advisory Board, the Board chairman shall appoint a Board secretary.

            (2)      The Board secretary shall keep full and accurate minutes of each Board meeting.
