The Office may:

            (1)      Request and obtain from any agency of State and local government any assistance and information necessary to carry out this subtitle;

            (2)      Accept and expend any gifts, bequests, or grants from public or private sources for any of the purposes of this subtitle; and

            (3)      Expend moneys made available by the budget and do any other acts necessary to carry out this subtitle.
