So far as may be practicable in performance of its duties in connection with collection and assembling of information, the Department shall make use of pertinent data secured from the boards, commissions, agencies and institutions of this State. The Department shall have access to all records, data, information and statistics of such other boards, commissions, agencies and institutions except records or information required by law to be confidential and secret.
