(a)      The Department shall include such divisions, agencies, offices, commissions, boards, committees, councils or units of government as determined by the Secretary or pursuant to law are declared to be part of the Department.

      (b)      (1)      The Department shall establish the advisory or decision making councils, boards, and committees as shall be determined by the Governor or the Secretary.

            (2)      The bodies shall advise and assist the Secretary on matters pertaining to policies, programs, and activities of the Department.

            (3)      The size, qualifications, method of appointment, terms, compensation, manner of removal, and method of filling vacancies shall be as determined by the Governor or the Secretary.
