(a)      In this article the following words have the meanings indicated.

      (b)      "Department" means the Department of Business and Economic Development.

      (c)      Except as otherwise provided in this article, "Commission" means the Maryland Economic Development Commission.

      (d)      "Secretary" means the Secretary of Business and Economic Development.

      (e)      "State" means the State of Maryland.
