(a)      There is a Baltimore Metropolitan Council Advisory Board.

      (b)      The Advisory Board is comprised of the following members:

            (1)      The Anne Arundel County Executive and the President of the Anne Arundel County Council or the President's designee;

            (2)      The Baltimore County Executive and the President of the Baltimore County Council or the President's designee;

            (3)      The Harford County Executive and the President of the Harford County Council or the President's designee;

            (4)      The Howard County Executive and the President of the Howard County Council or the President's designee;

            (5)      The Mayor of Baltimore and the President of the Baltimore City Council or the President's designee;

            (6)      2 members of the Board of County Commissioners of Carroll County; and

            (7)      Other members as provided in the Council Charter.

      (c)      From among the members of the Advisory Board, the Advisory Board shall elect its chairman as provided in the Council Charter.
