In Allegany County any unincorporated association, nonprofit corporation, or cooperative association or other organization which provides water or sewer services, or both, to the general public on a nonprofit basis shall have a lien against the property to which such service was supplied when the charges therefor are not paid. Such lien shall be subject to all the requirements to which a mechanic's lien on real estate is now subject, including the requirement of recording among the appropriate land records in the county or city where the land is located.
