Each grantee may use the grant for any of the following purposes:

            (1)      Acquire the project;

            (2)      Construct the project;

            (3)      Plan the project;

            (4)      Improve the project;

            (5)      Lease the project as a lessee or lessor;

            (6)      Design the project;

            (7)      Convert public buildings or parts of buildings to senior citizen activities centers;

            (8)      Renovate the project;

            (9)      Develop a master plan;

            (10)      Purchase capital equipment for a project; or

            (11)      Make a subgrant to a nonprofit organization for any purpose described in paragraphs (1) through (10) of this section.
