(a)   Any local government agency may apply to the Secretary for a State
grant for the cost of:
    (1)   The planning, design, construction, acquisition, conversion,
renovation, or improvement of a project;
    (2)   The development of a comprehensive master plan for projects in a
political subdivision;
    (3)   The purchase of capital equipment for a project; or
    (4)   The subgrant to a nonprofit organization for the purposes provided in
items (1) through (3) of this subsection.
  (b)   When the Secretary has approved the project and project plans, the
Secretary shall report the application to the Board of Public Works,
describing the scope of the project, and recommend that the Board make
available the funds requested.
  (c)   The Secretary may adopt regulations to implement the provisions of §§
26 through 32 of this subtitle. Before adoption, such regulations shall
be subject to approval by the Board of Public Works.
