(a)   For purposes of §§ 26 through 32 of this subtitle, the following
terms have the meanings indicated.
  (b)   "Bond" means any bond, note, or other evidence of indebtedness or
obligation that the State is authorized to issue under this article.
  (c)   "Capital equipment" means essential fixed equipment and furnishings
that have an expected useful life of at least 15 years.
  (d)   (1)   "Cost", as applied to any project, includes the cost of and all
expenses incident to the construction, acquisition, conversion,
renovation, or improvement of a project for use as a senior citizen
activities center, including the cost and expenses of:
      (i)   Any interest in real or personal property acquired in connection with
it;
      (ii)   Financial, technical, professional, engineering, and legal services;
      (iii)   Plans, specifications, surveys, estimates of costs and revenues,
feasibility or practicability reports, machinery, equipment,
administrative expenses, and other expenses that are necessary and
incident to the financing authorized for the construction, acquisition,
conversion, renovation, or improvement; and
      (iv)   The development of a senior citizen activities center master plan.
    (2)   "Cost", as to any obligation or expense that is incurred before the
bonds are issued, also includes the cost and expense of engineering
services, estimates of costs and revenues, and any other technical or
professional services that may be used in the construction,
acquisition, conversion, renovation, or improvement of a project.
  (e)   "Elderly citizen" means a person 60 years old or older or a spouse
of a person 60 years old or older.
  (f)   "Grant" means a State grant provided under this Senior Citizen
Activities Centers Capital Improvement Grants Program.
  (g)   "Grantee" means a local government agency receiving a grant.
  (h)   "Improvement" means any construction, replacement, extension, or
betterment of a project or real property.
  (i)   "Master plan" means a comprehensive plan for a local government's
projected need for funds for senior citizen activities centers for a
period of 15 years.
  (j)   "Project" means a proposed or existing senior citizen activities
center which receives or has received a State grant for eligible work
that is wholly owned by and operated under the authority of a local
government agency.
  (k)   "Senior citizen activities center" means a community or
neighborhood facility for the organization and provision of a broad
spectrum of services, including such services as health, social,
nutritional, educational, and recreational programs to elderly
citizens.
  (l)   "Wholly owned" includes leased property, if:
    (1)   (i)   The lease will be for a minimum term of 15 years following project
completion; or
      (ii)   The lease agreement extends the right of purchase to the lessee; and
    (2)   The lessor consents to the recording in the land records of the
political subdivision in which the facility is located, of a notice of
the State's right of recovery, as provided under § 30 of this
subtitle.
