Section 25

      (a)      (1)      In this section the following words have the meanings indicated.

            (2)      "Senior housing" means a group of residential units with a housing manager for which the selection criteria is that the resident be at least 55 years old.

            (3)      "Program" means the Senior Housing Managers Training Program.

            (4)      "Housing manager" means an individual designated by the owner or managing organization who has complete on-site responsibility for the management of the property, including total administration and implementation of the policies, strategies, and procedures of the owner or managing organization.

      (b)      (1)      The Department shall appoint a committee comprised of industry and community representatives to participate in the process of establishing a Senior Housing Managers Training Program.

            (2)      The Program shall:

                  (i)      Provide training for individuals who manage senior housing;

                  (ii)      Be made available to individuals who manage housing where at least 25 percent of the units are occupied by residents who are at least 55 years old; and

                  (iii)      Provide certification in accordance with recognized standards for individuals who successfully complete the Program.

      (c)      The Department shall:

            (1)      Develop the Program in accordance with recognized standards for senior housing managers; and

            (2)      Coordinate guidelines to evaluate the Program.

      (d)      (1)      The Department shall provide the certification required under this subtitle to individuals who have received the training equivalent to that training provided under the Program.

            (2)      The Department shall establish guidelines to determine equivalency standards for certification.

      (e)      After September 30, 1988, the Department shall contact all organizations managing senior housing and request that senior housing managers employed by the organizations be certified through this Program.
