(a)      A single point of entry shall be, wherever possible:

            (1)      Located in a senior citizen center; and

            (2)      Available for access at least 5 days each week.

      (b)      Local interagency committees on aging services shall establish agreements among themselves and with other public and private agencies to provide personnel at the designated single points of entry on a regular basis to provide information and service to elderly persons and administer agency programs.
