(a)   (1)   A planning commission shall elect a chairman from one of the appointed
members of the planning commission and create and fill its other
offices as it determines appropriate.
    (2)   (i)   The term of a chairman shall be 1 year.
      (ii)   A planning commission chairman may be reelected.
  (b)   A planning commission shall hold at least one regular meeting each
month.
  (c)   (1)   A planning commission shall adopt rules for transacting business and
shall keep records of its resolutions, transactions, findings, and
determinations.
    (2)   The records of the resolutions, transactions, findings, and
determinations of a planning commission shall be open to the public.
