All executive departments and agencies, including agencies with regulatory or supervisory authority over financial institutions, shall:

            (1)      Administer their programs and activities in a manner that furthers the purposes of this subtitle; and

            (2)      Cooperate with the Commission to further the purposes of this subtitle.
