      Notwithstanding any other provision of law, the Delmarva Advisory Council may receive annual funding by appropriation in the Maryland State budget. Maryland's State allocation shall be contingent, beginning with fiscal year 1988, and continuing on a year-to-year basis thereafter, on the commitment of the participating Maryland counties to contribute 1 dollar of financial support for each 4 dollars of financial support disbursed from the funds available in the State's budget for the Delmarva Advisory Council. For purposes of review, approval, and confirmation that the counties' commitments are met, the Department of Business and Economic Development is Maryland's "cognizant State agency" and may include a budget request for the Delmarva Advisory Council with its budget request. In addition, receipt of any funds from Maryland is contingent upon the annual appropriation of funds from the states of Delaware or Virginia.
