The County Executive of Prince George's County may appoint, subject to confirmation by the County Council, from time to time whatever advisory committees on recreation as it may deem necessary in furtherance of the powers and functions herein granted. However, there shall be at all times a standing advisory committee on recreation which shall be as representative of the citizens of the county as possible. Recommendations regarding the functions and membership of the advisory committees, from time to time, may be made by the Board.
