The Commission shall appoint an executive director, and secretary-treasurer, both of whom shall be bonded officers, and a general counsel. These officers shall serve at the pleasure of the Commission and the Commission, from time to time, shall fix their compensation. Of these three officers, not more than two shall be residents of the same county.
