On or before the 30th day of September of each year, the Public
Defender shall submit a report to the board of trustees, to the
Governor, and, subject to § 2-1246 of the State Government Article,
to the General Assembly. The report shall include pertinent data
concerning the operations of the Office of the Public Defender,
including: projected needs; a breakdown of the number and type of cases
handled and relative dispositions; and recommendations for statutory
changes, including changes in the criminal law or court rules as may be
appropriate or necessary for the improvement of the system of criminal
justice and control of crime.
