In Frederick County, in addition to the payments provided for in § 12 above, the County Commissioners are hereby authorized and directed to pay the further and additional amount of $8.00 each month to each of the retired teachers who are eligible to receive payments under the provisions of said § 12. The County Commissioners of Frederick County shall levy such additional sum as may be required to pay such amount to each of said teachers.
