Section 5D

      (a)      In Carroll County, the County Commissioners or any public agency of the county may not take final action to purchase any real property unless:

            (1)      The action is taken at a public meeting; and

            (2)      If the consideration is $7,000 or more, reasonable public notice of intent to purchase the real property has been given at least 15 calendar days before the meeting.

      (b)      The requirements of subsection (a) of this section do not apply to the procurement or attempted procurement of an option to purchase real property.

      (c)      The County Commissioners of Carroll County may:

            (1)      Sell, transfer, or otherwise convey the county's interest in any real or leasehold property without public sale to any municipality or other governmental agency within Carroll County upon terms and conditions and for consideration, if any, which they consider proper, when in their discretion the property is no longer needed for public use by the county; and

            (2)      Execute and acknowledge any and all deeds and other instruments necessary to effect and complete the sale, transfer, or conveyance of the real or leasehold property.
