No county or municipal corporation shall incur an indebtedness for the purposes set forth in § 9-101 of this subtitle, and under this subtitle, in excess of an aggregate amount equal to the total estimated amount that would be raised by a levy of 8 cents on the property tax rate for that county or municipal corporation.
