Section 2-103

      (a)      The governing body of each county shall prepare and publish annually in at least one newspaper of general circulation in the respective county, a summary statement of the expenses of the county. The published summary shall state that an itemized statement of county expenses is available for public inspection in the office of the county governing body during the county's business hours. A clerk of the county who fails to perform the duty imposed by this section shall forfeit $100.

      (b)      If the charter of any county that has adopted home rule under Article XI-A of the Maryland Constitution requires the publication of financial information in a manner that differs from the requirements of subsection (a) of this section, the provisions of the charter shall control.
