Funds for the support of the regional council, counties,
public health districts and state agencies in implementing this act shall be
provided from the clean lakes trust account which is hereby created in the
dedicated fund of the state treasury. Moneys in the clean lakes trust account
may come from appropriations, grants, gifts, donations, user fees or such
other sources as may be authorized by the legislature together with grants,
transfers and appropriations make from the water pollution control account
created by section 39-3605, Idaho Code. Moneys in the account may only be
expended pursuant to appropriation.
