There is hereby created an account in the
trust and agency fund in the state treasury, and all moneys deposited therein
are perpetually appropriated for construction projects under this act. All
federal funds received from the federal government for a construction project
approved by the surgeon general and/or secretary shall be delivered to the
state treasurer and by him deposited in the health facilities construction
account. Such money shall be used solely for payments due applicants for work
performed, or purchases made, in carrying out approved projects.
