The board of
trustees, at its first meeting and annually thereafter, shall organize by
electing a chairman, a vice-chairman and a secretary. A majority of the board
shall constitute a quorum for the transaction of business, but a smaller
number may adjourn from time to time. No member of the board shall participate
in any proceeding in which he has a pecuniary interest. No vacancy on the
board shall impair the right of the remaining trustees to exercise all the
powers of the board. Every vote and official act of the board shall be entered
of record. The state treasurer shall serve as treasurer of the board. It shall
be the duty of the secretary to keep a detailed account of the doings of the
board.
