It is hereby found and declared that
there exists in the state of Idaho a need to improve and expand air service
capabilities to meet the increased demands of air transportation. In view of
the rapid growth of this mode of passenger transportation, faster and heavier
aircraft, the anticipated use of this system by industry for moving high value
goods and merchandise in a minimum of time, to save handling and warehousing,
planning to meet future needs is imperative. Such planning must accommodate
intrastate and interstate service for passengers and freight into the national
system, with implementation as rapidly as possible. The efforts of both the
public and private sectors must be combined to match the aviation program
planned by congress for the new millennium.
